Eight decisions that create a usable scope

For each physical feature, record remove, remain, unknown or not present.

01

Property and project

  • Street address and parcel number
  • Legal owner and person authorized to approve work
  • Current property use and intended use after demolition
  • Applicable City notice, order, permit record or deadline
  • Survey, parcel map or marked aerial where boundaries are unclear
02

Structures and removal scope

  • Main and accessory structures
  • Basement, crawlspace, slabs, footings and foundations
  • Paving, approaches, sidewalks, walls and fencing
  • Pool, septic system, well, tanks and buried improvements
  • Trees, vegetation, site contents and every feature that must remain
03

Environmental information

  • Asbestos inspection or survey
  • Responsibility for notification or abatement
  • Lead or other regulated-material information
  • Known tanks, spills, contaminated soil or unusual materials
  • Environmental reports and regulatory timing
04

Utilities

  • Electric and natural gas or propane
  • Water, sanitary sewer and septic
  • Communications, cable, fiber and private services
  • Overhead lines, easements and shared services
  • Disconnect, cap or abandonment responsibility and confirmation
05

Access, neighbors and hauling

  • Equipment and truck routes
  • Approaches, adjacent structures and property lines
  • Shared drives, easements, streets and sidewalks
  • Staging, loading, work-hour and traffic constraints
  • Mud, dust, track-out and disposal responsibilities
06

Grading, drainage and erosion

  • Estimated disturbed acreage
  • Springdale grading-permit applicability
  • Tree/root-ball grading trigger applicability
  • Arkansas construction-stormwater applicability and larger common plan
  • Floodplain, drainage, stockpile, access and stabilization controls
07

Required final condition

  • Specified debris, slabs, footings and foundations removed
  • Pool, septic and well treatment defined
  • Voids, fill, placement and compaction expectations defined
  • Rough grade, drainage and testing responsibilities defined
  • Topsoil, seed, straw or other stabilization defined
  • Site safe, maintainable and prepared for the stated next use
08

Documents to send

  • Current photographs from all sides
  • Address, parcel, survey, plan, sketch or marked aerial
  • City correspondence and permit information already received
  • Environmental reports and utility information
  • Remove/remain lists, desired final condition and requested schedule

Local grading reminder

Check both acreage and tree removal.

Springdale publishes a grading-permit trigger for certain disturbance at 0.5 acre or more and a separate trigger involving removal of more than seven tree root balls within a 12-month period. Verify applicability with Engineering.

Arkansas stormwater reminder

State coverage is a separate control.

Construction activity disturbing 1 acre or more generally falls under Arkansas's Construction General Permit. Less than 1 acre can also be covered when it is part of a larger common plan that will ultimately disturb 1 acre or more. As verified September 9, 2026, qualifying sites from 1 acre to less than 5 acres use small-site automatic coverage; sites disturbing 5 acres or more follow the applicable DEQ NOI/SWPPP submission and Notice of Coverage process.
